20 OCT THE MEETING OF THE CONSTITUTIONAL NEGOTIATING COMMITTEE, THE SIXTH ROUND, AND THE FATE OF THE DETAINEES.

On October 18, the constitution negotiating committee began its work and will meet “for the first time”, as Pederson described it, both opposition delegations and the regime for a more serious debate on the development of a working agenda rather than recommendations on the constitution in Syria.

The work of the UN-sponsored Constitutional Committee is part of a political solution to the Syrian crisis that has been going on since 2011, in accordance with UN Resolution 2254 of 2015.

The members will also discuss on Tuesday the constitutional recommendations put forward by all parties, which UN special envoy Mr. Pederson considered a building block for more serious action, not just drafting and recommendations.

The Caesar Members’ Association emphasizes that the file of detainees, abductees and forcibly absent is a priority file above negotiation and is not part of the political process in the current constitutional negotiation, but rather emphasizes previous considerations that the release of detainees and the disclosure of their fate is one of the means that has been pursued as a way of building confidence.

Accordingly, the Caesar Families Association stresses the priority of the detainees’ file and considers the demand for their release as the beginning of the only way through which peace can be built in Syria and emphasizes that revealing the fate of the absent is a right that we hold to be the cornerstone of building confidence in the future of the negotiating process, and that adherence to this condition as a pillar of the negotiating process is a historic responsibility on Members of the negotiating committees of international committees, civil society organizations and the opposition delegation were able to do so.

We in Caesar’s Association, we find that the above-mentioned confidence-building measures are non-negotiable and implemented, and the implementation of Resolution 2254 is the only pillar that may make the negotiating process a serious one that can be taken as a path to Syria’s future. The Caesar Families Association worked with a group of detainees’ associations on the proposal of a charter of justice and truth,  which was taken by the Office of the High Commissioner for Human Rights as a proposal for the establishment of an independent UN international mechanism capable of achieving justice and revealing the fate of detainees, and we see as a group of families of victims a path to be taken, and even the only way to turn the concept of confidence-building into a mechanism more capable of initiative and action He was seriously tired of revealing the fate of the detainees.
