We are a group of families that have lost loved ones under torture, our loved ones became the victims of forced disappearance in the Syrian regime’s prisons. We identified our relatives in the Ceasar photos which were leaked from the Syrian regime detention centres. We’ve been working together since February 2018 in Berlin to establish the Caesars Families Association (CFA). CFA aims to unify our voices, demanding truth, justice, and restitution for the victims of torture and forced disappearance in Syria.
We are a group of families that have lost loved ones under torture, our loved ones became the victims of forced disappearance in the Syrian regime’s prisons. We identified our relatives in the Ceasar photos which were leaked from the Syrian regime detention centres. We’ve been working together since February 2018 in Berlin to establish the Caesars Families Association (CFA). CFA aims to unify our voices, demanding truth, justice, and restitution for the victims of torture and forced disappearance in Syria.
We are working with our partners to enhance the participation of families in the legal actions taken against perpetrators of human rights violations that happened in Syria. We work with them to establish responsibility and seek justice to ourselves as families and our loved ones who fell victims of these violations.
Currently, we are working with the support of our partner organizations to establish accountability through Universal Jurisdiction channels, while fighting for the future to establish justice through a Syria-specific court.
We are also working to support the efforts of the IIIM in achieving its mandate which seeks to support accountability processes aimed at bringing about justice for the victims of serious international crimes committed in Syria since March 2011.

One of CFA’s main goals is to seek psychological support to families of victims who appeared in the Caesar photos. We are also dedicating our resources, with the support of our partners and our documentation department, to help finding the photos of loved ones who might have appeared in the photos. Since the Syrian uprising in 2011, the number of detainees in Syrian Government’s detention centers have significantly increased along with the violations of human rights against them.
Caesar Photos: The military photographer, code-names Caesar, was working for the Syrian government for 13 years. Before 2011 his work mainly was to photograph people who died because of accidents or suicide. However, during his work, he noticed that a large number of the bodies were of victims of torture.
